Zhu Xufeng is Professor and Dean of the School of Public Policy and Management at Tsinghua University, Editor-in-Chief of Public Administration Review, and Director of the Think Tank Research Centre. He also serves as Executive Dean of the Tsinghua Institute for Sustainable Development Goals and Director of the Centre for Science, Technology and Governance at Tsinghua University. He has been selected for the National Science Fund for Distinguished Young Scholars (2016), the National Science Fund for Excellent Young Scholars (2013), the National-level Young Talent Programme (2012), the Ministry of Education’s “New Century Excellent Talents Support Programme” (2008), and the Harvard-Yenching Visiting Scholar Programme (2008). He received his Bachelor’s degree in Environmental Engineering and his PhD in Public Administration from Tsinghua University, and prior to returning to Tsinghua in 2012, he was a Professor at the Zhou Enlai School of Government, Nankai University.

He has authored books including The Politics of Expertise in China (2019), The Rise of Think Tanks in China (2013), Biometric Technology and Agile Urban Governance (2024), Digital Advocacy: Think Tanks in China and the World in the New Media Era (2022), Reform and Opening-Up and Contemporary Chinese Think Tanks (2018), Expert Participation in Policy Change (2012), and Chinese Think Tanks: Influence in the Policy Process (2009). He has published more than 40 articles in leading international journals such as Journal of Public Administration Research and Theory, Public Administration Review, Governance, Policy Studies Journal, and The China Quarterly, as well as numerous papers in leading Chinese journals including Social Sciences in China, Sociological Studies, and Management World. He has also published over 40 articles in newspapers such as People’s Daily and Guangming Daily, and has led more than 20 major national research projects.

He serves as a member of the United Nations Committee for Development Policy, President of the Asian Association for Public Administration (AAPA), Vice President of the Chinese Public Administration Society, and holds multiple editorial and academic positions, including Regional Editor of the Asian Journal of Political Science and Co-Chair of the International Editorial Board of the Journal of Comparative Policy Analysis. He has also served as a member of the Executive Committee of NASPAA and Co-Chair of its SDG Task Force, as well as a member of the World Economic Forum’s Global Future Council.
